He loves to have fun and joke around. Another character who also loves to laugh and have a good time would be good for him. Gender and age don't really matter as long as they are still considered a kid. Though a lower class would be a harder enemy to find, if they really did something to piss him off he could really hold a grudge. It could also be someone who he just doesn't like because of their lack of humor or love for the law. An upper class enemy would be easy to come by.
